Final Fantasy II was never released in America, and I doubt it ever will be.
Square never allowed this game to travel to our time zone for these reasons:
1) By the time Square had released Final Fantasy in our world, Final Fantasy III was already out in Japan, and the Super Nintendo was lurking on the horizon.
Henceforth, Square decided to wait until they Finished Final Fantasy IV and release it as Final Fantasy II in America.
2) Americans at the time didn't like RPGs at the time (FFVII changed our minds about that severly), and any RPG had a hard time selling in America. It just wasn't cost effective to go back and re-release Final Fantasy II and III with English translations with a Final Fantasy IV on the horizon.
Thus, the only hope of playing this game either comes from devoting years of your life hunting it down at used import stores or downloading a ROM on the web and playing it. Either way you'll loose long moments of your life either looking for it, or working the money to pay back Square the numerous amounts of fines you owe them. But hey, at least you'll get to play it, even if in a refigerator box after the bank repos your house 'cause you went broke paying copywright fines.
Final Fantasy II is not a bad game, but I refer to Final Fantasy II (and III) as the forgotten RPGs. Few sites I have found will even acknowledge their existence on this earth, so I'm herefore glad to be one that does. Final Fantasy II is a most intriguing addition to the series and very amusing to play (check the review for more info on why).
